This updated app mod is not downloading as an iTunes file. It's just a blank file. What is the matter, and how can I fix this or am I doing anything wrong? On top of that, mod 19+ does not have a mod menu available. What's going on with this?

Hello there @NinjaDogz! It should be an .ipa file when you download it. MOD MENU is only available for Jailbroken devices. 

 

1. You need to download Cydia Impactor.

2. If you are using a Non Jailbroken device, here is the link for the hacks

3. Install the .ipa file using Cydia Impactor. And the hack will be automatically activated.
