I can’t get the bunker Alfa access card because the corpse that has it doesn’t have it. I re installed the game multiple times and it still won’t appear. Without it I can’t progress anymore.

Are you still having trouble finding the card? If you cant find it on the dead soldier in front of the bunker I know that some AI players carry it on themselves when in the Zones.
